They used to believe that people who masturbated lost some of their soul & sanity every time they did it.
So even if a crazy person showed no signs of being an excessive masturbator, they would probably be labeled one and locked in this chair.
I guess it's the same kind of logic that told people that witches float and leeches would bleed out all your troubles.
